Mark Seltzer functions as Telecommunications and E-rate Subject Matter Expert (SME) for RTC's team. He has worked in the Telecommunication's Department for several large companies including QVC Network and has extensive experience with carrier negotiation, tariff interpretation and research, carrier billing platforms and carrier resolution. He brings a wealth of experience in local and long distance telephony, wire & wireless, internet and data services. Mr. Seltzer was formerly employed by Verizon Communications and acted as a Communications Consultant, Service Consultant and Service Manager before leaving the company to become a consultant. During his employment with Verizon, he was the Subject Matter Expert (SME) for all of Verizon's High Speed Internet products, Frame Relay, ATM and ISDN. He was also responsible for the implementation and project management of many of Verizon's largest customers.

He is Executive Director Emeritus of the New Jersey Association of School Administrators since 2005 and was its Executive Director since 1993. Mr Murphy is Regent Emeritus at St. Peter’s College. He is the former Superintendent of Schools for Bayonne, New Jersey. MATT DOHERTY
Matt Doherty, a lifelong New Jersey resident living in Belmar, has dedicated much of his career to public service and community leadership. He served as Mayor of Belmar from 2011 to 2018, where he focused on redevelopment, infrastructure, and recovery efforts following Superstorm Sandy, before being appointed by Governor Phil Murphy as Executive Director of the New Jersey Casino Reinvestment Development Authority in Atlantic City.
A Georgetown University graduate and former scholarship track and field athlete, Doherty is also the editor and publisher of TAPinto Belmar/Lake Como and TAPinto Asbury Park, keeping residents informed on local government, business, and community news.
In addition, he serves as president of the nonprofit Circle of Friends, which provides social events and opportunities for adults with intellectual disabilities.
He is the father of three children and continues to play an active role in civic and community life at the Jersey Shore.

Robert M Gerard is an accomplished Entrepreneur and Senior Executive with demonstrated ability to analyze business requirements and create effective solutions applicable to diverse industries including Health Care, Higher Education and K-12. He has forty years of extensive management, leadership and P&L responsibility with excellent results. A skilled communicator, with emphasis on building strong client relationships and negotiating beneficial agreements, Bob has strong business development and marketing expertise coupled with knowledge of health, safety and environmental regulatory issues, engineering, and energy management services for professional services firms and the construction industry.
He started his career founding a Health, Safety and Environmental Consulting firm that serviced hundreds of businesses throughout New Jersey, including 40 hospitals, 25 educational districts and over 200 dealerships and body shops in the light automotive industry.
That firm was purchased by a full-service engineering and consulting firm where he served as a Principal and Senior Executive for over thirty years. In his primary role, Bob oversaw Marketing and Business Development and was instrumental in developing the firm’s Energy Services practice in the early 2000’s.
In 2011, he created and served as Managing Director of a start-up Energy Management firm that developed renewable energy projects while providing construction management services for a variety of energy related projects. He was responsible for developing the firm’s portfolio of services and identifying and securing business for the entity.
